Paul is the State Representative for Delaware’s 23rd House District. He also is the chief investment officer at Mallard Financial Partners in Newark

Paul has been part of the Newark community since 1990 when he relocated here with his wife, Pam. They have a son and daughter-in-law who live in the district as well as their dog Clarence and cat Charlie/Kenny (depending on whom you ask); both pets were rescued.  Paul graduated from the University of Delaware with a degree in Computer Science and holds a Masters degree in Computer Science from Villanova University. He founded Mallard in 1996, and has served residents of the district since November 2012.

Paul has a commitment to service in the community. He led his faith community’s social justice efforts for many years, which drove Paul to champion social and economic justice in Dover, the state capital. Prior to being elected in 2012, he has been a member of the Progressive Democrats for Delaware, ultimately serving as its President, and he served on the board of Equality Delaware and of the Newark Housing Authority. He currently serves on the board of the Delaware Coalition Against Gun Violence.

When not serving district residents, and working at Mallard, Paul enjoys spending time with family including traveling, and also outdoor activities, especially playing tennis, hiking in our parks, bicycling, and camping.

Paul’s real passion is listening to constituents in his community. Through monthly coffees, town hall meetings, active Facebook presence, frequent email updates, community meetings, and going door to door in the district, Paul works to make a real and lasting difference in our community..
